International Slurry Surfacing Association (ISSA) Elects 2025-2026 Board of Directors

GLEN ELLYN, IL, March 21, 2025 – During the 63^rd Annual Convention of the International Slurry Surfacing Association, March 4-7, 2025, in Rancho Mirage, California, ISSA elected its officers and Board of Directors for the 2025-2026 term.

ISSA elected Jeff Roberts, Senior Vice President, VSS International, Inc. Chris Oakes, Pavement Solutions, Inc., was elected as Vice President; Justin Guiles, Vestal Asphalt Inc, was elected as Secretary; and finally, Jimmy Kendrick, Bergkamp Inc., was elected as Treasurer. Completing the officers is Brad Pearce, Viking Construction, who will serve as Immediate Past President.

The 2025-2026 Board will include elected directors Tim Harrawood, Vance Brothers, Inc.; Dave Kiser, Terry Asphalt Materials; Matt May, Slurry Pavers; Fabio Mendez, MPI Ltda.; Dave Kiser, Terry Asphalt Materials; Stan Williams, Ergon Asphalt & Emulsions, Inc; and newly elected directors Matt Teto, indus and Jamie Wing, Ingevity. Chris Hollenback, Heritage Research Group will continue his appointment as ISSA’s Technical Director. Rolando Perez, ViaSun Corporation retired from the Board after serving for two years.

VSS International, Inc. Awarded 2025 ISSA President's Award for Excellence - Small Project

GLEN ELLYN, IL, March 21, 2025 – During the 63^rd Annual Convention of the International Slurry Surfacing Association (ISSA), March 4-7, 2025, in Rancho Mirage, California the 2025 ISSA President’s Award for Excellence - Large Project was presented to VSS International, Inc. for The Sea Ranch Association project.

The ISSA President’s Award - Small Project, less than 1 million dollars, was established to recognize those contracting achievements that best exemplify the highest quality of workmanship and materials, as well as conformance to best practices as defined by the International Slurry Surfacing Association.

The scope of the project involved applying a Type II slurry seal over segments of asphalt pavement within The Sea Ranch community, with all methods, materials, and application conforming to the Recommended Performance Guidelines for Emulsified Asphalt Slurry Seal.

The project used 625 tons of western aggregate and 87 tons of PMCQS, with a unique grey aggregate chosen to complement the natural beauty of the area. All machines were properly calibrated to ensure quality, and the project was completed on time, with no accidents or safety issues. VSS International, Inc. performed all pavement preservation work, successfully delivering this project with exceptional quality and attention to detail.

VSS International Inc Awarded 2025 ISSA President's Award for Excellence - Large Project

GLEN ELLYN, IL, March 21, 2025 – During the 63^rd Annual Convention of the International Slurry Surfacing Association (ISSA), March 4-7, 2025, in Rancho Mirage, CA, the ISSA President’s Award for Excellence - Large Project was presented to VSS International Inc. for their work with their Golden Gate National Recreation Area Project.

The ISSA President’s Award - Large Project, more than 1 million dollars, was established to recognize those contracting achievements that best exemplify the highest quality of workmanship and materials, as well as conformance to best practices as defined by the International Slurry Surfacing Association.

This project involved 8.5 miles of crack sealing treatment to prevent the re-emergence of cracks through a new slurry seal application. In addition, approximately 100 distressed areas were patched, where the asphalt had deteriorated beyond the capabilities of the slurry seal alone. These repairs involved milling and replacing the existing asphalt to a depth of 4 inches. The project also included the installation of approximately 220,000 linear feet of pavement.

International Slurry Surfacing Association (ISSA) Names Preservation Performance Winner

GLEN ELLYN, IL, March 21, 2025 – During the 63rd Annual Convention of the International Slurry Surfacing Association (ISSA), March 4-7, 2025, in Rancho Mirage, CA, ISSA named the Regional Municipality of York and The Miller Group as the recipients for the 2025 ISSA Preservation Performance Award.

The ISSA Preservation Performance Award was established to award both an owner or agency and engineering firm that specified and managed the project and the member contractor for their work. This award recognizes and honors pavement preservation projects that prove the long-time performance and network enhancement of pavement preservation.

Toll Remote Logistics, the Christmas Island Airport Runway Resurfacing Project, a prime example of pavement preservation’s core values. Located 2,600 kilometers northwest of Perth, Christmas Island serves a community of about 2,000 residents, with its airport playing a critical role in providing charter and commercial flights, medical evacuations, and freight services. In 2014, Downer was engaged to resurface the island's existing spray seal runway with micro surfacing, aiming to extend the runway's lifespan while meeting the requirements for commercial jet aircraft use.

Nominated by Downer EDI Works Pty Ltd., the project involved shipping and logistics to deliver the necessary materials and equipment, and micro surfacing was applied in two layers, with the central 12 meters of the runway receiving an initial correction layer to address surface irregularities. The new surface met all commercial jet runway specifications, including surface texture and shape tolerances, and was returned to service within 24 hours.

Chuck Ingram Honored with the Phil Tarsovich Lifetime Leadership Award

GLEN ELLYN, IL, March 21, 2025 – During the 63^rd Annual Convention of the International Slurry Surfacing Association (ISSA) held March 4-7, 2025, in Rancho Mirage, CA, ISSA honored Chuck Ingram, Slurry Pavers, with the Phil Tarsovich Lifetime Leadership Award.

Phil Tarsovich was an industry leader and contributed significantly to ISSA and the pavement preservation industry. After Phil’s passing in 2019, the ISSA Board of Directors collectively wanted to honor Phil and the Phil Tarsovich Lifetime Leadership Award was created.

This prestigious award’s qualifications include nomination from a current ISSA board member or past president, 25 years plus experience in pavement preservation, ISSA committee and board experience, and continued involvement and support of ISSA.

ISSA President Brad Pearce shared “Chuck not only has dedicated countless hours to our industry and our association, but he has also been a friend and shining example to everyone he meets and collaborates with. I cannot remember ever hearing mention of an ISSA committee or initiative that he has not been involved with, whether he was “officially” on the committee or not. Chuck has played a large part in developing the Slurry Systems Workshop into the premier event it is today; advanced our partnership and relationship with FHWA and all our agency partners throughout the industry; and helped to review and update the documentation of our current ISSA quality standards and training tools with his work on our web-based training modules and the ISSA Design and Inspection manual. His involvement in every aspect of the association and his willingness to help go above and beyond the simple concept of participation.”

The ISSA International Award for Excellence, established in 2020, recognizes those contracting achievements that best exemplify the highest quality of workmanship and materials and conformance to best practices as defined by the International Slurry Surfacing Association outside of North America.

C.I. Manufacturas y Procesos Indsutriales Limitada (MPI) completed the Airfield Pavement Preservation Project at Lo Garzones Airport which showcases exemplary work and innovation in slurry seal application.

Los Garzones Airport, which opened in 1974, has undergone multiple expansions and rehabilitations. The most recent resurfacing in 2016 used hot mix asphalt, but the use of low-quality aggregate led to early signs of deterioration, jeopardizing the structural integrity of the runway. To address this, the airport team turned to a slurry seal solution to restore and preserve the pavement.

The project covered a length of 2,250 meters and an area of 40,300 square meters, with some irregular sectorized surfaces. Given the airport's busy operations, with over 18,800 flights and 1.3 million passengers annually, the project required precision and efficiency. Work was performed during a nocturnal shift from 11:00 PM to 5:00 AM to avoid disrupting daily flights. The tropical climate of Monteria added another challenge, with humidity levels averaging 80% and temperatures exceeding 40°C, which required careful management during the slurry seal application.

Another unique aspect of the project was the transportation of high-quality aggregate from 650 kilometers away, overcoming logistical challenges to ensure the best materials were used for the slurry seal. Furthermore, the runway had to be rapidly opened to traffic each day, as the final flight departs at 11:00 PM, and the first flight arrives at 5:00 AM.

This award recognizes the dedication and expertise of the team behind the successful preservation of the airfield pavement at Los Garzones Airport, ensuring the runway remains safe and operational for future flights.

Established in 2015 and first awarded in 2016, the ISSA Award for Excellence in Pavement Preservation recognizes and honors public officials, engineering firms or agencies that have made outstanding contributions to the Pavement Preservation industry.

The award is presented to an Owner/Agency or Engineering firm that has been a champion in the promotion, use and success of pavement preservation applications represented by ISSA (slurry surfacing, micro surfacing, chip seal, cape seal and crack treatment).

PENNDOT District 3 has been a long-time advocate for pavement preservation. Since 2020, they have allocated over $16.8 million to pavement preservation efforts, with a strong focus on micro surfacing to extend service life and achieve the lowest life-cycle costs (LLCC). District 3’s solid asset management program is built around condition analysis, ensuring effective and efficient use of resources.

Between 2020 and 2024, they completed 229.6 miles of micro surfacing projects, averaging 3-4 projects per year, spanning a mix of interstates, highways, commercial districts, and urban centers.

GLEN ELLYN, IL, March 18, 2024 – During the 62^nd Annual Convention of the International Slurry Surfacing Association (ISSA), February 19-23, 2024, in Palm Harbor, FL, the 2024 ISSA President’s Award for Excellence- Large Project was presented to Vestal Asphalt Inc. for their work with their combination treatment project with the Town of Owego, NY.

The ISSA President’s Award- Small Project, less than 1 million dollars, was established to recognize those contracting achievements that best exemplify the highest quality of workmanship and materials, as well as conformance to best practices as defined by the International Slurry Surfacing Association.

This small town of 18,000 people had no previous treatment history, and some were skeptical and concerned throughout the project. Vestal made extra efforts in educating the community decision makers on the benefits of the pavement preservation treatments which included crack seal, fog seal, and micro surfacing.

The project took place in a high-profile residential area which included a heavily traveled feeder road. It was important to residents to return to traffic quickly. In addition, traffic control on Main Street was challenging due to the varying nature of traffic and the deliveries for surrounding bars, restaurants, and residential areas. This project was completed on time, under budget and had no safety issues.

The ISSA President’s Award- Large Project, more than 1 million dollars, was established to recognize those contracting achievements that best exemplify the highest quality of workmanship and materials, as well as conformance to best practices as defined by the International Slurry Surfacing Association.

This project was accepted in late 2021 and was completed ahead of time and under budget. The project utilized several versions and combinations of ISSA treatments which included rubber polymer modified slurry seal totaling 1,380,162 square yards.

Due to high traffic volume traveled on the project streets and time restrictions, the micro surfacing phase had to move flawlessly to allow enough time for material to cure and avoid any traffic congestion. VSS also worked with the San Diego Police Department by working with a number of dispatched officers to help with traffic flow at major intersections. This project also achieved tremendous sustainability and environmental savings to the community. Greenhouse gas emissions were reduced by approximately 92%.

International Slurry Surfacing Association (ISSA) Names Preservation Performance Winner

GLEN ELLYN, IL, March 18, 2024 – During the 62^nd Annual Convention of the International Slurry Surfacing Association (ISSA), February 19-23, 2024, in Palm Harbor, Florida, ISSA named the Regional Municipality of York and The Miller Group as the recipients for the 2024 ISSA Preservation Performance Award.

Nominated by The Miller Group, the Regional Municipality of York in Ontario, Canada, has preserved Weston Road for the last 14 years by using a high-performance double chip seal. The construction cost was $210,410 and maintenance and repair costs from 2012 to 2023 were roughly $5,500. This project has had minor maintenance to address localized cracking. There has not been major rehabilitation or repairs since construction.

Due to increased truck traffic since 2021, there has been slight rutting and fatigue cracking and there are plans for future rehabilitation. Additionally, due to the success of Weston Road, the Region has completed several other roads using this preservation approach which all have similar or better performance. Lastly, the Region has successfully added this tool to their toolbox, benefiting their taxpayers and improving their asset management.

GLEN ELLYN, IL, March 18, 2024 – During the 62^nd Annual Convention of the International Slurry Surfacing Association (ISSA), February 19-23, 2024 in Palm Harbor, FL, the ISSA Excellence in Pavement Preservation Award was presented to Ada County Highway District (ACDH) for their pavement management system.

For nearly three decades ACHD has Preserved Pavement by way of Crack Seal and Chip Seal. Every summer for nearly 30 years ACHD applies a crack seal and chip seal treatment to several hundred lane miles of Arterial, Collector and Residential Roadways. With a Pavement Network for over 5,300 lane miles, it became very important to apply this preservation treatment to keep ACHD’s “Good Roads Good”. During this nearly three-decade timeframe, the Crack Seal and Chip Seal Programs have undergone changes to help streamline the process, become more efficient, and ensure a treatment is applied at the right time.

The chip seal operation is accomplished by using in-house Maintenance Teams and equipment. ACHD mines the rocks from its own Gravel Pits and uses a contractor to crush, separate and create chips. The Crack Seal program is accomplished by using a combination of in-house Maintenance Teams and contractors. This results in a cost-efficient chip seal program. In 2023, during chip seal operations, ACHD, by means of innovation and strategic alliances, was able to integrate Pavement Network Safety Enhancements for all users including vehicles, bicycles and pedestrians.

Established in 2020, the ISSA Agency Pavement Preservation & Sustainability Program Award recognizes agencies regionally who have been champions in the promotion, use, and success of pavement preservation applications represented by ISSA for 12 or more years, as part of their pavement network strategy to achieve enhanced pavement performance, reduce pavement life-cycle cost, use eco-friendly products, and/or maximize the use of limited budgets.

Nominated by VSS International, Elk Grove has routinely utilized all the disciplines represented by ISSA for over 20 years in innovative combinations designed to treat specific distresses. While they have been using this creative approach, their system continues to grow in terms of lane miles every year and they adapt their inclusion of different Pavement Preservation treatments depending on distress levels and have managed to increase their pavement preservation budget by 60% over the previous budget cycle.

International Slurry Surfacing Association (ISSA) Names First ISSA International Award for Excellence

GLEN ELLYN, IL, March 18, 2024 – During the 62^nd Annual Convention of the International Slurry Surfacing Association (ISSA), February 19-23, 2024, in Palm Harbor, Florida, C.I. Manufacturas y Procesos Indsutriales Limitada (MPI) as the recipient for the 2024 ISSA International Award for Excellence.

C.I. Manufacturas y Procesos Indsutriales Limitada (MPI) completed a project on the main access road for Ruitoque Condominium in Columbia. This road has two traffic lanes and is built on mountainous terrain, with grades/slopes of up to 20% and considered a low traffic road. The roadway had been in service for more than 20 years without major work. MPI used crack seal on the isolates longitudinal and crescent cracks. After which they used micro surfacing to restore the impermeability of the road and protect it from the loss of binder.

Some challenges that MPI faced included completing this project during the rainy season, instability of some slopes, production facility for asphalt emulsions was more than 100 miles away, and rapid opening to traffic everyday as an agreement with the contracting authority. It is also important to note that micro surfacing is not standard in Columbia, so this project helped highlight the application to the county.

VSS International Inc Awarded 2023 ISSA President's Award for Excellence

GLEN ELLYN, IL, March 22, 2023 – During the 61st Annual Convention of the International Slurry Surfacing Association, February 27-March 2, 2023 in Litchfield Park, Arizona, the ISSA President’s Award for Excellence was presented to VSS International Inc. for their work on the Grand Canyon National Park Pavement Preservation Project.

The ISSA President’s Award was established to recognize those contracting achievements that best exemplify the highest quality of workmanship and materials, as well as conformance to best practices as defined by the International Slurry Surfacing Association.

This project was accepted in November 2020 and was completed on time and within the owner’s budget. All pavement preservation techniques represented by ISSA were performed by VSS International. VSS had to complete all work on this project during peak summer tourist season. One project requirement was to mask and protect dozens of miles of curbing and islands throughout the park to ensure the historical features were protected.

There were some key challenges for VSS to complete this project which included heavy traffic from tourists and residents living within the park created special needs for traffic control solutions. The Mangum Fire that burned through Kaibab National Forest and threatened the Grand Canyon in June 2020, limited communications due to location, and long material supply line of deliveries and suppliers over 100 miles away.

GLEN ELLYN, IL, March 22, 2023 – During the 61st Annual Convention of the International Slurry Surfacing Association, February 27-March 2, 2023 in Litchfield Park, Arizona, the ISSA Excellence in Pavement Preservation Award was presented to three agencies for their pavement management systems.

The first recipient was the City of Surprise, Arizona. Nominated by Cactus Asphalt, a well implemented pavement management system allowed the City to realize the benefits of lower cost treatments, by targeting interventions before more costly replacement and reconstruction alternatives became necessary. In 2021, the city presented to the council and included information on reaffirming the goal of maintaining the network at a PQI less than 70, the historic budget date, and current network mileage and condition to name a few. After the presentation, the results showed the current fiscal year budget doubled. Funding is anticipated to remain at current level for the next five years and the annual citizen’s survey reaffirmed the importance of pavement preservation.

The second recipient was the City of Malvern, Arkansas which was nominated by Ergon Asphalt & Emulsions. Prior to 2019, the City of Malvern did not have sufficient data on its pavement. Rather than making cost-effective, data-based determinations, the City’s focus was on addressing the most pressing street issues individually. This worst-first or crisis management approach had the City’s network worsening and a tight pavement budget further strained. Fast-forward to 2022. At present, the City’s street maintenance program is powered by a state-of-the-art inventory assessment and pavement management system. In the short span of three years, Malvern has gone from having limited information on their pavement to a substantial collection of data that has optimized the City’s maintenance strategy and helped revitalize a substantial portion of its network through proactive pavement management practices.

The final recipient was the City of Edmonton, Canada for their 30- year successful pavement preservation program. The City started their Micro Surfacing Program in 1992, discontinued in the mid-90s due to budget issues, but returned in 1998. In 2017 and 2018, no micro surfacing took place due to the City contract preparation delay. Since 2019, this program continued in a 5-year contract and every year 700,000 to 900,000 m2 of neighborhood and collector roads have been resurfaced using micro surfacing. The City found that creating a multi-year micro surfacing program provided a more economical contract. They also communicate the benefits of its life cycle, relative to other surface treatment, to the public to address their concerns.

ISSA Honors Jim Moulthrop with Special Recognition Award

Moulthrop was passionate about employing the pavement preservation concept — using the “right treatment on the right road at the right time” — to improve roads nationwide while minimizing the financial challenges associated with the “fix the worst roads first” mentality. He has worked diligently to educate future generations on applying this important concept. He was always looking ahead when it comes to various technologies and designs used to extend service life of roads across America.

GLEN ELLYN, IL, March 9th – The 60th Annual Convention of the International Slurry Surfacing Association (ISSA) was held February 22-25, 2022 in La Jolla, CA. During the convention, the ISSA President’s Award for Excellence was presented to VSS International Inc. for their work on the Yosemite National Park Pavement Preservation Project by the Federal Highway Administration (FHWA)-Western Federal Lands Highway Division.

This project was accepted in November 2019 and was completed on time and within the owner’s budget. All pavement preservation techniques represented by ISSA were performed by VSS International. This project required multiple crews and precision execution due to the location, limited communications, long material supply line of deliveries and suppliers over 100 miles away, and historic snowfall levels and summer snowmelt limited VSS’s ability to start work in some areas.

According to Doug Worley, FHWA/Western Federal Lands Highway Division, “VSSI did a great job in scheduling around these late winter season conditions- through coordinating and managing its subcontractors in the rescheduling of various work components and ensuring progress was made in part of the Park where and when work was possible.”

Intermountain Slurry Seal, Inc Awarded 2021 ISSA President's Award for Excellence

GLEN ELLYN, IL, February 23, 2021 – During the 59th Annual Convention of the International Slurry Surfacing Association (ISSA), held virtually, February 15-18, 2021, ISSA’s President’s Award for Excellence was presented to Intermountain Slurry Seal, Inc. (ISS) for their work on the Glacier National Park Pavement Preservation Project by the Federal Highway Administration (FHWA).

In 2018, ISS was awarded the Glacier National Park pavement preservation project by FHWA. Due the difficulty and inclement weather in Glacier National Park, it was contracted for 2 years and the 9-million-dollar project began in 2019 and was completed in July of 2020. The harsh environment working over the Continental Divide on the historical Going-to-the Sun Road proved to be the most difficult paving job our recipient has ever completed. This project used each of ISSA’s four pavement preservation treatments.

According to Chris Rossmiller, FHWA/Western Federal Lands Highway Division, “The overall success of this project was a direct result of the great collaboration, dedication, foresight, expertise, and commitment to excellence ISS provided throughout the project.”

International Slurry Surfacing Association (ISSA) Names Preservation Performance Winner

GLEN ELLYN, IL, February 23 – During the 59th Annual Convention of the International Slurry Surfacing Association (ISSA), held virtually, February 15-18, 2021, ISSA named City of Sioux Falls, South Dakota and Missouri Petroleum as the recipients for the 2021 ISSA Preservation Performance Award.

Nominated by ISSA Contractor Member, Missouri Petroleum, the City of Sioux Falls, SD utilizes strategic planning of their entire roadway network, keeping the “good” roads in the “good” category through pavement preservation and PCI studies every 4 years. These studies help assist in their annual preservation decision making.

In the summer of 2014, approximately 355,000 square yards of type III micro surfacing were applied in accordance with ISSA specifications by an ISSA contractor member. In 2015, the PCI indicated that immediately after applying the micro surfacing treatment in 2014 the roadway network was in the “good” category. After 5 years, the PCI data indicated that the roadway network was maintained for 5 plus years in the “good” category.

City of Peoria, AZ Winner of 2021 ISSA Excellence in Pavement Preservation Award

GLEN ELLYN, IL, February 23,2021 – During the 59th Annual Convention of the International Slurry Surfacing Association, held virtually, February 15-18, 2021, the ISSA Excellence in Pavement Preservation Award was presented to the City of Peoria, Arizona for their 2020 Pavement Preservation Program.

The City of Peoria in Arizona is one of the fastest growing cities in Arizona, which happens to be the fourth fastest growing state in the nation. This city has 667 centerline miles of paved roads and is rapidly growing. In 2017, they were in a financial recovery mode, and their newer roads started to show effects of degradation.

A technical condition survey showed their overall roads were 72 out 100. They introduced their budget requests as part of a Pavement Management Program with included Pavement Preservation- seal coat, slurry seals and micro seals, rehabilitation, and rural road maintenance – chip seals. In 2018, their council approved a budget that doubled their previously less than 5 million dollar budget, to more than 10 million dollars on average for the next three years. In 2020, they completed pavement preservation treatments on 189 centerline miles and repeated the technical condition survey and learned their pavement condition index increased to 77 out of 100.

Missouri Department of Transportation-St. Louis District Receives 2021 Agency Pavement Preservation

GLEN ELLYN, IL, February 23, 2021 – During the 59th Annual Convention of the International Slurry Surfacing Association (ISSA), held virtually, February 15-18, 2021, ISSA recognized the Missouri Department of Transportation (MoDOT)- St. Louis District as the 2021 Agency Pavement Preservation & Sustainability Program Award winner.

MoDOT-St. Louis continues to be one of the most innovative DOTs using new paving technologies and project bidding strategies, increasing the amount of pavement preservation projects by restructuring how the district budgets roadway improvements, consistently researching new products by keeping up with the latest paving advancements and ensuring they are using proper applications yearly, while continuously updating their specifications and committing to quality control, ensuring minimal environmental impact on each project.
