<title>International Slurry Surfacing Association (ISSA) Elects  2025-2026 Board of Directors</title>

<title>VSS International, Inc. Awarded 2025 ISSA President&apos;s Award for Excellence - Small Project</title>

<description><![CDATA[<p style="background: white;"><span style="color: black; font-size: 11pt; font-family: 'Calibri Light', sans-serif;">GLEN ELLYN, IL, March 21, 2025 – </span><span style="color: black; font-size: 11pt; font-family: 'Calibri Light', sans-serif;">During the 63<sup>rd</sup> Annual Convention of the International Slurry Surfacing Association (ISSA), March 4-7, 2025, in Rancho Mirage, California<span class="cf01"><span style="font-size: 11pt; font-family: 'Calibri Light', sans-serif;"> the 2025 ISSA President’s Award for Excellence - Large Project was presented to VSS International, Inc. for The Sea Ranch Association project.</span></span></span></p> <p style="background: white;"><span style="color: black; font-size: 11pt; font-family: 'Calibri Light', sans-serif;">The ISSA President’s Award - Small Project, less than 1 million dollars, was established to recognize those contracting achievements that best exemplify the highest quality of workmanship and materials, as well as conformance to best practices as defined by the International Slurry Surfacing Association.&nbsp;</span></p> <p><span style="font-size: 11pt; font-family: 'Calibri Light', sans-serif;">The scope of the project involved applying a Type II slurry seal over segments of asphalt pavement within The Sea Ranch community, with all methods, materials, and application conforming to the Recommended Performance Guidelines for Emulsified Asphalt Slurry Seal.</span></p> <p><span style="font-size: 11pt; font-family: 'Calibri Light', sans-serif;">The project used 625 tons of western aggregate and 87 tons of PMCQS, with a unique grey aggregate chosen to complement the natural beauty of the area. All machines were properly calibrated to ensure quality, and the project was completed on time, with no accidents or safety issues. In addition, approximately 100 distressed areas were patched, where the asphalt had deteriorated beyond the capabilities of the slurry seal alone. These repairs involved milling and replacing the existing asphalt to a depth of 4 inches. <title>International Slurry Surfacing Association (ISSA) Names Preservation Performance Winner</title>

This award recognizes and honors pavement preservation projects that prove the long-time performance and network enhancement of pavement preservation.</span></p> <p><span style="font-size: 11.5pt; font-family: Calibri, sans-serif;">Toll Remote Logistics, the </span><span style="font-size: 11pt; font-family: Calibri, sans-serif;">Christmas Island Airport Runway Resurfacing Project, a prime example of pavement preservation’s core values.</span><span style="font-size: 14pt;"> </span><span style="font-size: 11pt; font-family: Calibri, sans-serif;">Located 2,600 kilometers northwest of Perth, Christmas Island serves a community of about 2,000 residents, with its airport playing a critical role in providing charter and commercial flights, medical evacuations, and freight services. In 2014, Downer was engaged to resurface the island's existing spray seal runway with micro surfacing, aiming to extend the runway's lifespan while meeting the requirements for commercial jet aircraft use.</span></p> <p><span style="font-size: 11pt; font-family: Calibri, sans-serif;">Nominated by Downer EDI Works Pty Ltd., the project involved shipping and logistics to deliver the necessary materials and equipment, and micro surfacing was applied in two layers, with the central 12 meters of the runway receiving an initial correction layer to address surface irregularities. <title>Chuck Ingram Honored with the Phil Tarsovich Lifetime Leadership Award</title>

<description><![CDATA[<p style="background: white;"><span style="color: black;">GLEN ELLYN, IL, March 21, 2025 – </span><span style="color: black;">During the 63<sup>rd</sup> Annual Convention of the International Slurry Surfacing Association (ISSA) held March 4-7, 2025, in Rancho Mirage, CA, ISSA honored Chuck Ingram, Slurry Pavers, with the Phil Tarsovich Lifetime Leadership Award.</span></p> <p style="background: white;"><span style="color: black;">Phil Tarsovich was an industry leader and contributed significantly to ISSA and the pavement preservation industry. After Phil’s passing in 2019, the ISSA Board of Directors collectively wanted to honor Phil and the Phil Tarsovich Lifetime Leadership Award was created.</span></p> <p><span style="font-size: 14px;">This prestigious award’s qualifications include nomination from a current ISSA board member or past president, 25 years plus experience in pavement preservation, ISSA committee and board experience, and continued involvement and support of ISSA.</span></p> <p><span style="font-size: 14px;">ISSA President Brad Pearce shared “<span style="color: black;">Chuck not only has dedicated countless hours to our industry and our association, but he has also been a friend and shining example to everyone he meets and collaborates with. Manufacturas y Procesos Indsutriales Limitada (MPI) completed the Airfield Pavement Preservation Project at Lo Garzones Airport which</span><span style="font-size: 11pt; font-family: Calibri, sans-serif;"> showcases exemplary work and innovation in slurry seal application.</span></p> <p><span style="font-size: 11pt; font-family: Calibri, sans-serif;">Los Garzones Airport, which opened in 1974, has undergone multiple expansions and rehabilitations. The most recent resurfacing in 2016 used hot mix asphalt, but the use of low-quality aggregate led to early signs of deterioration, jeopardizing the structural integrity of the runway. To address this, the airport team turned to a slurry seal solution to restore and preserve the pavement.</span></p> <p><span style="font-family: Calibri, sans-serif; font-size: 11pt;">The project covered a length of 2,250 meters and an area of 40,300 square meters, with some irregular sectorized surfaces. Given the airport's busy operations, with over 18,800 flights and 1.3 million passengers annually, the project required precision and efficiency. Work was performed during a nocturnal shift from 11:00 PM to 5:00 AM to avoid disrupting daily flights. The tropical climate of Monteria added another challenge, with humidity levels averaging 80% and temperatures exceeding 40°C, which required careful management during the slurry seal application.</span></p> <p><span style="font-family: Calibri, sans-serif; font-size: 11pt;">Another unique aspect of the project was the transportation of high-quality aggregate from 650 kilometers away, overcoming logistical challenges to ensure the best materials were used for the slurry seal. Since 2020, they have allocated over $16.8 million to pavement preservation efforts, with a strong focus on micro surfacing to extend service life and achieve the lowest life-cycle costs (LLCC). VSS also worked with the San Diego Police Department by working with a number of dispatched officers to help with traffic flow at major intersections. This project also achieved tremendous sustainability and environmental savings to the community. This award recognizes and honors pavement preservation projects that prove the long-time performance and network enhancement of pavement preservation.</span></p> <p style="background: white;"><span style="color: black; font-size: 11.5pt; font-family: Calibri, sans-serif;">Nominated by The Miller Group, the Regional Municipality of York in Ontario, Canada, has preserved Weston Road for the last 14 years by using a high-performance double chip seal. The construction cost was $210,410 and maintenance and repair costs from 2012 to 2023 were roughly $5,500. This project has had minor maintenance to address localized cracking. There has not been major rehabilitation or repairs since construction.</span></p> <p style="background: white;"><span style="color: black; font-size: 11.5pt; font-family: Calibri, sans-serif;">Due to increased truck traffic since 2021, there has been slight rutting and fatigue cracking and there are plans for future rehabilitation. Additionally, due to the success of Weston Road, the Region has completed several other roads using this preservation approach which all have similar or better performance. Manufacturas y Procesos Indsutriales Limitada (MPI) completed a project on the main access road for Ruitoque Condominium in Columbia. This road has two traffic lanes and is built on mountainous terrain, with grades/slopes of up to 20% and considered a low traffic road. The roadway had been in service for more than 20 years without major work. MPI used crack seal on the isolates longitudinal and crescent cracks. After which they used micro surfacing to restore the impermeability of the road and protect it from the loss of binder.</span></p> <p style="background: white;"><span style="background: white; font-size: 11.5pt; font-family: Calibri, sans-serif; color: #0a0d11;">Some challenges that MPI faced included completing this project during the rainy season, instability of some slopes, production facility for asphalt emulsions was more than 100 miles away, and rapid opening to traffic everyday as an agreement with the contracting authority. Brad Pearce, Viking Construction, was elected as Vice President; Jeff Roberts, VSS International, Inc., was elected as Secretary; and finally, Chris Oakes, Pavement Solutions, Inc., was elected as Treasurer.&nbsp; Completing the officers is Chuck Ingram, Slurry Pavers, Inc. who will serve as Immediate Past President. </p><p> The 2022-2023 Board will include elected directors Tim Harrawood, Vance Brothers, Inc.; Fabio Mendez, MPI Ltda.; Justin Guiles, Vestal Asphalt Inc.; and newly elected director Jimmy Kendrick, Bergkamp Inc; Dave Kiser, Terry Asphalt Materials; Rolando Perez, ViaSun Corporation; and Stan Williams, Ergon Asphalt &amp; Emulsions, Inc. Bob Jerman continues his appointment as ISSA’s Technical Director.&nbsp;</p><p>  ISSA had three board members who retired off the Board. All pavement preservation techniques represented by ISSA were performed by VSS International. VSS had to complete all work on this project during peak summer tourist season. One project requirement was to mask and protect dozens of miles of curbing and islands throughout the park to ensure the historical features were protected.   </p><p>There were some key challenges for VSS to complete this project which included heavy traffic from tourists and residents living within the park created special needs for traffic control solutions. Nominated by Cactus Asphalt, a well implemented pavement management system allowed the City to realize the benefits of lower cost treatments, by targeting interventions before more costly replacement and reconstruction alternatives became necessary. In 2021, the city presented to the council and included information on reaffirming the goal of maintaining the network at a PQI less than 70, the historic budget date, and current network mileage and condition to name a few. After the presentation, the results showed the current fiscal year budget doubled. Funding is anticipated to remain at current level for the next five years and the annual citizen’s survey reaffirmed the importance of pavement preservation.</p><p>The second recipient was the City of Malvern, Arkansas which was nominated by Ergon Asphalt &amp; Emulsions. Prior to 2019, the City of Malvern did not have sufficient data on its pavement. Rather than making cost-effective, data-based determinations, the City’s focus was on addressing the most pressing street issues individually. This worst-first or crisis management approach had the City’s network worsening and a tight pavement budget further strained. Fast-forward to 2022. At present, the City’s street maintenance program is powered by a state-of-the-art inventory assessment and pavement management system. In the short span of three years, Malvern has gone from having limited information on their pavement to a substantial collection of data that has optimized the City’s maintenance strategy and helped revitalize a substantial portion of its network through proactive pavement management practices.</p><p>The final recipient was the City of Edmonton, Canada for their 30- year successful pavement preservation program. The City started their Micro Surfacing Program in 1992, discontinued in the mid-90s due to budget issues, but returned in 1998. In 2017 and 2018, no micro surfacing took place due to the City contract preparation delay. Since 2019, this program continued in a 5-year contract and every year 700,000 to 900,000 m2 of neighborhood and collector roads have been resurfaced using micro surfacing. The City found that creating a multi-year micro surfacing program provided a more economical contract. During the convention, the ISSA President’s Award for Excellence was presented to VSS International Inc. for their work on the Yosemite National Park Pavement Preservation Project by the Federal Highway Administration (FHWA)-Western Federal Lands Highway Division.</span></span></p><p style="background: white;"><span style="color: black; font-family: Roboto; font-size: 16px;">The ISSA President’s Award was established to recognize those contracting achievements that best exemplify the highest quality of workmanship and materials, as well as conformance to best practices as defined by the International Slurry Surfacing Association.&nbsp;</span></p><p style="background: white;"><span style="color: black; font-size: 16px; font-family: Roboto;">This project was accepted in November 2019 and was completed on time and within the owner’s budget. All pavement preservation techniques represented by ISSA were performed by VSS International. (ISS) for their work on the Glacier National Park Pavement Preservation Project by the Federal Highway Administration (FHWA).</span></p> <p style="background: white;"><span style="color: black; font-size: 16px; font-family: Roboto;">The ISSA President’s Award was established to recognize those contracting achievements that best exemplify the highest quality of workmanship and materials, as well as conformance to best practices as defined by the International Slurry Surfacing Association.&nbsp;</span></p> <p style="background: white;"><span style="color: black; font-size: 16px; font-family: Roboto;">In 2018, ISS was awarded the Glacier National Park pavement preservation project by FHWA. Due the difficulty and inclement weather in Glacier National Park, it was contracted for 2 years and the 9-million-dollar project began in 2019 and was completed in July of 2020. The harsh environment working over the Continental Divide on the historical Going-to-the Sun Road proved to be the most difficult paving job our recipient has ever completed. <description><![CDATA[<p style="background: white;"><span style="color: black; font-size: 16px; font-family: Roboto;">GLEN ELLYN, IL, February 23 – </span><span style="color: black; font-size: 16px; font-family: Roboto;">During the 59th Annual Convention of the International Slurry Surfacing Association (ISSA), held virtually, February 15-18, 2021, ISSA named City of Sioux Falls, South Dakota and Missouri Petroleum as the recipients for the 2021 ISSA Preservation Performance Award.</span></p> <p style="background: white;"><span style="color: black; font-size: 16px; font-family: Roboto;">The ISSA Preservation Performance Award was established to award both an owner or agency and engineering firm that specified and managed the project and the member contractor for their work. This award recognizes and honors pavement preservation projects that prove the long-time performance and network enhancement of pavement preservation.</span></p> <p style="background: white;"><span style="color: black; font-size: 16px; font-family: Roboto;">Nominated by ISSA Contractor Member, Missouri Petroleum, the City of Sioux Falls, SD utilizes strategic planning of their entire roadway network, keeping the “good” roads in the “good” category through pavement preservation and PCI studies every 4 years. These studies help assist in their annual preservation decision making.</span></p> <p style="background: white;"><span style="color: black; font-size: 16px; font-family: Roboto;">In the summer of 2014, approximately 355,000 square yards of type III micro surfacing were applied in accordance with ISSA specifications by an ISSA contractor member. In 2015, the PCI indicated that immediately after applying the micro surfacing treatment in 2014 the roadway network was in the “good” category. This city has 667 centerline miles of paved roads and is rapidly growing.</span><span style="color: black; font-size: 16px; font-family: Roboto;">&nbsp; </span><span style="color: black; font-size: 16px; font-family: Roboto;">In 2017, they were in a financial recovery mode, and their newer roads started to show effects of degradation. </span></p> <p style="background: white;"><span style="color: black; font-size: 16px; font-family: Roboto;">A technical condition survey showed their overall roads were 72 out 100. They introduced their budget requests as part of a Pavement Management Program with included Pavement Preservation- seal coat, slurry seals and micro seals, rehabilitation, and rural road maintenance – chip seals. In 2018, their council approved a budget that doubled their previously less than 5 million dollar budget, to more than 10 million dollars on average for the next three years.
