ISSA awards the 2024 ISSA Excellence in Pavement Preservation Award

GLEN ELLYN, IL, March 18, 2024 – During the 62nd Annual Convention of the International Slurry Surfacing Association (ISSA), February 19-23, 2024 in Palm Harbor, FL, the ISSA Excellence in Pavement Preservation Award was presented to Ada County Highway District (ACDH) for their pavement management system.

Established in 2015 and first awarded in 2016, the ISSA Award for Excellence in Pavement Preservation recognizes and honors public officials, engineering firms or agencies that have made outstanding contributions to the Pavement Preservation industry.  

The award is presented to an Owner/Agency or Engineering firm that has been a champion in the promotion, use and success of pavement preservation applications represented by ISSA (slurry surfacing, micro surfacing, chip seal, cape seal and crack treatment).  

For nearly three decades ACHD has Preserved Pavement by way of Crack Seal and Chip Seal.  Every summer for nearly 30 years ACHD applies a crack seal and chip seal treatment to several hundred lane miles of Arterial, Collector and Residential Roadways.  With a Pavement Network for over 5,300 lane miles, it became very important to apply this preservation treatment to keep ACHD’s “Good Roads Good”. During this nearly three-decade timeframe, the Crack Seal and Chip Seal Programs have undergone changes to help streamline the process, become more efficient, and ensure a treatment is applied at the right time.  

The chip seal operation is accomplished by using in-house Maintenance Teams and equipment.  ACHD mines the rocks from its own Gravel Pits and uses a contractor to crush, separate and create chips.  The Crack Seal program is accomplished by using a combination of in-house Maintenance Teams and contractors. This results in a cost-efficient chip seal program. In 2023, during chip seal operations, ACHD, by means of innovation and strategic alliances, was able to integrate Pavement Network Safety Enhancements for all users including vehicles, bicycles and pedestrians.
