ISSA Awards the 2025 ISSA Excellence in Pavement Preservation Award

GLEN ELLYN, IL, March 21, 2025 – During the 63rd Annual Convention of the International Slurry Surfacing Association (ISSA), March 4-7, 2025, in Rancho Mirage, CA, the ISSA Excellence in Pavement Preservation Award was presented to PENNDOT District 3 for their pavement management system. Established in 2015 and first awarded in 2016, the ISSA Award for Excellence in Pavement Preservation recognizes and honors public officials, engineering firms or agencies that have made outstanding contributions to the Pavement Preservation industry. The award is presented to an Owner/Agency or Engineering firm that has been a champion in the promotion, use and success of pavement preservation applications represented by ISSA (slurry surfacing, micro surfacing, chip seal, cape seal and crack treatment). PENNDOT District 3 has been a long-time advocate for pavement preservation. Since 2020, they have allocated over $16.8 million to pavement preservation efforts, with a strong focus on micro surfacing to extend service life and achieve the lowest life-cycle costs (LLCC). District 3’s solid asset management program is built around condition analysis, ensuring effective and efficient use of resources. Between 2020 and 2024, they completed 229.6 miles of micro surfacing projects, averaging 3-4 projects per year, spanning a mix of interstates, highways, commercial districts, and urban centers.
